This is the "Upgrade to Plus" variant of the Codex usage-limit message: the same two-window metering (5-hour window and weekly limit) as every other Codex limit notice, but the upsell points at Plus because the account that hit it has no Plus entitlement, or Codex thinks it does not.

Both source reports were wrong about the plan. In openai/codex issue #30349 (2026-06-27, CLI 0.142.3) a Plus account saw this sentence while /status printed "5h limit … 99% left" and "Weekly limit … 100% left"; in #29948 (2026-06-25) a Business account got the identical "Upgrade to Plus" text. OpenAI labelled both bug / rate-limits.

So when the plan in the sentence does not match the plan you pay for, treat the "try again at" time as unreliable and check the account line in /status first. When the plan does match, the sentence simply means your weekly or 5-hour allowance is used up until the time shown.

What to do when you see it

  1. Run /status and read the Account line

    In the Codex session type /status. The box shows "Account:" with the plan Codex believes you have, plus the "5h limit" and "Weekly limit" bars with their reset times. If it says Plus or Business and both bars have room, the message is the known bug.

  2. Sign out and sign in again

    Type /logout ("Sign out of Codex. Clear local credentials"), then run codex login and complete the browser flow; codex login --device-auth is the alternative used in issue #30349. Codex caches credentials in ~/.codex/auth.json or your OS credential store, so a fresh login replaces a stale entitlement.

  3. Report a plan mismatch

    If a Plus or Business account still gets "Upgrade to Plus", open an issue at github.com/openai/codex with a screenshot of /status, or contact OpenAI Support with the reset time shown, the client and model, and your time zone.

  4. Otherwise wait for the time in the message

    On a Free or Go account the sentence is accurate: the exhausted window refreshes at the "try again at" time, or you upgrade. OpenAI Support does not reset Codex usage limits.

When does it reset?

Your own window: if the plan in the message is correct, the "try again at" time is when your exhausted window refreshes; a date days away means the weekly limit, a time hours away means the 5-hour window. Paste it into the window tracker for a countdown. If the plan is wrong, the timestamp in the bug reports was not trustworthy; re-login first.

Account-wide resets: OpenAI's occasional resets for everyone are applied automatically to "the usage limits covered by the announcement". The board row above shows the last one on record and a cadence estimate; the Codex history page lists every announcement with its original post.

FAQ

I am on Plus (or Business). Why does it tell me to upgrade to Plus?

Because Codex has mis-read your entitlement. That exact situation is documented in openai/codex issues #30349 (Plus, /status showing 99% and 100% left) and #29948 (Business), both labelled bug / rate-limits by OpenAI. Sign out with /logout, sign in again with codex login, and report it if the sentence comes back.

Is the "try again at" time reliable in this message?

Only when the plan it names matches yours. In the bug reports the timestamp appeared while both usage bars were nearly full, so it did not describe a real window. On a Free or Go account the time is your normal window refresh.

Does logging out and back in reset my usage?

No. /logout only clears local credentials ("Clear local credentials when using a shared machine"), and the allowance belongs to your plan: "Local messages and cloud chats share your plan's usage allowance." Re-login fixes a stale entitlement, not an empty window.

Would an account-wide reset fix this?

Only if your window is genuinely empty. An OpenAI-announced reset refreshes "the usage limits covered by the announcement" for everyone; it does not correct a plan mismatch. Check the board row above for the last reset on record.
